RE: Please Pass H. Con. Res. 107

Dear [Sen.] or [Rep.] [LAST NAME]:

I am writing to ask you to please pass H. Con. Res. 107, declaring that should the president use offensive military force without authorization of an act of Congress, that such an act would be an impeachable high crime and misdemeanor.

The cornerstone of the Republic is honoring Congress's exclusive power to declare war under article I, section 8, clause 11 of the Constitution. However, the Obama administration has made it clear, through testimony by Secretary of Defense Leon Panetta and others, that they would ask for "international permission" instead of Congressional permission before intervening militarily in a country like Syria's civil war.

Congress needs to IMMEDIATELY pass this resolution declaring that, except in response to an actual or imminent attack against the territory of the United States, the use of offensive military force by a President without prior and clear authorization of an Act of Congress violates the Constitution, and therefore constitutes an impeachable high crime and misdemeanor under article II, section 4 of that Constitution. Please, pass H. Con. Res. 107, declaring that should the president use offensive military force without authorization of an act of Congress, such an act would be an impeachable offense. I'm counting on you to do the RIGHT thing, and I will be watching your actions on this matter closely. Thank you.

Sincerely,

[YOUR NAME]
